PURPOSE AND BACKGROUND

Eastern Washington University (“EWU”) is initiating this Request for Proposals (RFP) to solicit Proposals from firms interested in providing creative and/or media buying services for EWU’s Family Resource and Training Center (“FRTC”). EWU Profile EWU is a regional, comprehensive public university located in Cheney and Spokane, Washington. EWU offers 100+ majors, 150+ areas of study, 39 master’s degrees, 20 graduate certificates, 60 graduate programs, and 2 applied doctorates to more than 10,000 enrolled students.

FRTC Profile

The Family Resource and Training Center operates under the EWU School of Social Work in partnership with the Idaho Department of Health and Welfare (“IDHW”) to provide EWU Social Work students the opportunity to develop hands on professional skills specifically in the field of Child Welfare. The mission of the FRTC is to engage with children, families, and communities to obtain positive outcomes in Child Welfare. A core facet of this is recruiting child welfare social workers and support staff to provide essential services for children and families working with the IDHW.

Recruitment has historically included activities such as external visibility, internal relationship building, social media campaigns, in-person career fair attendance, educational presentations to social work students, and various community outreach efforts. The team dedicated to sourcing and recruiting social workers and child welfare support staff currently consists of 1 part-time staff member. Efforts to add a second parttime staff member are moving forward.

Present Marketing Efforts in Effect:

The FRTC presently has its own website with a Careers page that can redirect applicants to either the IDHW application page or the EWU careers page (as applicable). This website presents employment opportunities and information and can track interested parties as they progress through the job application process. Improving the organic, direct, referral, and social traffic to the FRTC careers page will be a key performance indicator (KPI) for the marketing campaign’s success or failure.

The FRTC also uses social media such as Facebook, Instagram, LinkedIn, and Twitter to share information about upcoming recruitment events and develop audience awareness and participation. Print media in the form of brochures, leaflets, handouts, flyers, stickers, and various types of branded promotional items also increase engagement.

This information is being provided solely to assist Contractors in preparing their responses. Services will be utilized only on an as-needed basis.

1.2. OBJECTIVES AND SCOPE OF WORK

Contractors may submit a Proposal for one or both of the below Service Categories. EWU reserves the right to award a separate Contract for each Service Category or a single Contract for both Service Categories. The total budget for both Service Categories is $16,000.
