The College of Lake County (CLC) is seeking to purchase business-to-business strategic marketing and sales lead generation services to increase engagement with employers. This will target Lake County Illinois employers served by CLC’s Workforce and Professional Development Institute (WPDI) focused specifically on the service lines offered by the Small Business Development Center (SBDC) and Talent Development Services (TDS) that include a learning management system, contract training, coaching and organizational development consulting as described herein.

Any addenda to this RFP will be posted by the College to the College website: https://webprd19.clcillinois.edu/bus/vendor Proposers are responsible for insuring registration and frequently visit the website to insure receipt of addenda and any other pertinent information.

Proposers that plan to submit a proposal must register with the College of Lake County on our vendor portal at https://webprd19.clcillinois.edu/bus/vendor. Proposers are responsible for checking daily for additional information and addenda related to this project at the above website.

Proposals may not be withdrawn for a period of (90) ninety days after closing date without the consent of the College.

Invoices, Payments, and Quantities

The Consultant shall submit invoices for each College detailing the services provided directly to the respective College. All services shall be invoiced based on detail billing by hour, rate and staff used. The College shall only pay services completed. Services may be adjusted up or down based on the needs of the College.

Payment shall be made in accordance with the Local Government Prompt Payment Act. Invoices shall be delivered to:

Organization Background/Overview

The College of Lake County is a comprehensive community college in Lake County, Illinois. Having just celebrated its 50th anniversary in 2019-20, CLC offers a wide range of academic program choices that can enhance one’s career or personal life. The college is accredited by the Higher Learning Commission and a member of the North Central Association. Lake County, population 703,619 (2018, U.S. Bureau of Census), is in the northeast corner of Illinois and is situated midway between Chicago and Milwaukee. It is a rapidly growing suburban area north of Chicago and is home to a population diverse in education, ethnicity, levels of income, and additional demographic and socio-economic factors. In 2018, ethnic minorities comprised 38% of the county’s population compared to 34% in 2010.

CLC serves over 12,000 students annually, and maintains five campuses: Grayslake (main), Southlake (Vernon Hills), Lakeshore (Waukegan), The Advanced Technology Center (Gurnee) and online. Our major program areas include credit programs to prepare students for transfer or career entry, GED and adult basic education, non-credit offerings for personal or career development, and contract training and specialized services for businesses.

B. Key Ideas and Strategies:

• Enrollment and Talent Pipelines: Develop enrollment and talent pipelines at all campus locations, through middle school engagement, dual credit pathways, adult education pathways, transfer pathways and apprenticeship programs.

• Workforce Alliances: Build alliances with workforce partners in high-demand fields across industry sectors to develop new credentials, expand capacity of existing programs and leverage apprenticeships to meet regional workforce needs across all campuses, emphasizing manufacturing, healthcare, information technology and education talent pipeline.

• Flexible Training of Incumbent Workforce: Develop flexible delivery models to meet the needs of the incumbent workforce for skill advancement and career progression

Submission of Proposal

All proposals are due by the time and date identified herein. Proposals submitted by mail or messenger to Procurement Services (Room E186) and are at bidder’s risk and will not be considered unless received by the designated deadline. No employee of CLC or student at CLC can assume responsibility for the delivery of bids to the designated location. Proposals may also be delivered to Procurement Services at the Grayslake campus.
